STI leverages not only traditional prime contract vehicles but also innovative Non-FAR contract vehicles like Other Transactions (OTs) through our participation in OT Consortia. These consortia are strategic alliances between government sponsors and a diverse group of traditional and non-traditional vendors, non-profit organizations, and academia, all managed under a single entity with a focus on technology domains such as cyber, space, undersea, and propulsion. With over 20 years of experience in supporting the government via the OTA model, STI is adept at providing tailored research, development, and prototype solutions.
Through our involvement in OT Consortia, STI engages in large-scale, multi-vendor research and development initiatives, concentrating on innovative solutions to meet specific government technology challenges. These Other Transactions (OTs) allow for a flexible business arrangement outside the usual constraints of federal contracts, grants, or cooperative agreements, facilitating rapid technology advancement and prototype development. OT Consortia aim to align with the government’s scope and purpose for using other transactions, fostering collaboration across various sectors to tackle complex issues. Unlike traditional federal contracts, OTs are not governed by the Federal Acquisition Regulation (FAR) or the Competition in Contracting Act (CICA), yet they comply with the Procurement Integrity Act and maintain competitive practices.
