CDAO AI Talent 2.0 BOA

Subsystem Technologies, Inc. (STI) was awarded the AI Talent 2.0 Basic Ordering Agreement (BOA) by the U.S. Army Contracting Command – Rock Island (ACC-RI) on March 27, 2025. This agreement supports the Chief Digital and Artificial Intelligence Office (CDAO) in providing artificial intelligence (AI) and cyber-related services to Department of Defense (DoD) agencies. The BOA establishes a comprehensive framework for delivering advanced artificial intelligence (AI) and cyber-related support services to Department of Defense (DoD) agencies. This BOA enables DoD agencies to access industry-leading technical and program management expertise through task orders (TOs), accelerating the adoption of AI, data, and digital solutions across the department. The decentralized nature of the BOA allows all DoD agencies to leverage its capabilities, utilizing local contracting offices or Army Contracting Command – Rock Island (ACC-RI) for acquisition support. The BOA supports a robust set of technical management services focused on developing, integrating, and sustaining AI and cyber systems. These capabilities include:

Agile Development: Expertise in iterative development methodologies, enabling rapid adaptation to changing requirements through collaboration with cross-functional teams.
Cyber Analytics and Cybersecurity: Support for analyzing data patterns to detect cyber threats, managing network security, and administering cybersecurity infrastructure to safeguard DoD systems.
Cybersecurity Risk Management: Managing risks associated with information processing, storage, and transmission, ensuring data and system integrity.
Integration and Systems Engineering: Combining components into interoperable systems and managing complex system lifecycles, from design to maintenance.
Machine Learning (ML) Model Development and Operations: Developing, testing, deploying, and sustaining ML models, including data evaluation, model training, and operational refinement.
Security/Development/Operations (SEC/DEV/OPS): Integrating security throughout the development and operations lifecycle, with automated testing to ensure continuous protection.
Testing and Maintenance: Supporting developmental and operational testing to validate system performance, alongside ongoing maintenance and sustainment efforts.
