The Joint Enterprise-Research, Development, Acquisition, and Production/Procurement (JE-RDAP) contract is a versatile, multiple award IDIQ contract that facilitates the execution of research, development, acquisition, and production/procurement activities for Chemical, Biological, Radiological, Nuclear, and High Yield Explosives (CBRNE) defense systems. This vehicle supports the Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD) in delivering critical capabilities and equipment to the Warfighter, covering a broad spectrum from individual protective gear to advanced analytic and information systems.

STI was awarded this contract in November 2017. The JE-RDAP IDIQ contract, managed by JPEO-CBD and its Joint Project Managers, is pivotal in the lifecycle of CBRNE defense systems development. It encompasses a comprehensive portfolio that includes but is not limited to individual protective equipment, chemical and biological detectors, decontamination systems, medical diagnostics, explosive detection, and multispectral smoke and obscurants. Additionally, it covers CBRNE Information Systems for warning, reporting, and bio surveillance, as well as radiological/nuclear defense systems for various operational contexts. The contract’s scope includes all phases of acquisition as outlined in DODI 5000.02, from initial material development decisions through to full operational capability, including research, design, development, integration, manufacturing, and initial sustainment. Task orders under this contract can involve the entire process from technical maturation to production and deployment, ensuring that the systems developed are not only cutting-edge but also fully integrated into the operational environments of both the Department of Defense (DoD) and other government agencies. Transition to sustainment and logistics support is managed under the associated JE-CLaSS contract, ensuring continuity and support throughout the lifecycle of the equipment and systems. This strategic contract vehicle thus ensures that the military services and other agencies have access to the latest and most effective CBRNE defense solutions against Weapons of Mass Destruction threats globally.
