Senior-Level Business Analyst, Proposal Effort

Government consulting, no clearance required. Department of Transportation, Federal Aviation Administration. Contract Award mid March 2010. Support the implementation of Service Oriented Architecture processes to disparate information systems.

Required Knowledge and Skills:

Knowlege, skills and experience in generic information system programatic support to implement SOA to critical but dissparate air traffic management information systems.

The Business Analyst shall be capable of assuming full responsibility to advise on and perform cost estimating, cost analysis, budgeting, scheduling, performance measurement, EVM, and/or cost research. Possesses an in-depth knowledge of the techniques, uses and content of cost analysis, to accomplish the most complex of estimating or research efforts. Experience in cost & financial management, business practices, technical, cost and schedule, and business re-engineering issues. This encompasses a basic knowledge of statistical techniques, scheduling, network analysis, applied mathematics, economics, and the engineering disciplines. Defend/solve cost/risk issues, collect and perform analysis of cost and technical data.

Required Experience:

15 years experience required Leads and direct the work of others. Experience in performance measurement, problem solving, organizational/program assessment and analysis, and preparing draft and final reports for dissemination. Experience in finance, budgeting, accounting, business, or business management. Prior FAA experience desired. Proficient in Microsoft Excel. A Bachelor of Science degree in Business or other related degree. Or a minimum of 19 years of experience without a degree.
